From Harvard Law to AI: The Startup Building a Digital Assistant for Police Officers

Artificial intelligence is becoming a tool for increasingly specialized professions.

Doctors are using it to navigate medical research. Lawyers are using it to work through enormous volumes of legal information. Engineers are using it to analyze complex systems.

Now, one startup is applying the same idea to another profession where access to accurate information can matter in seconds: policing.

The company is called Blue Voice, a Boston-based AI startup that has emerged from three years of stealth with $6 million in new funding.

At the center of the company is an unusual journey.

Its founder, David Lawrence, left Harvard Law School after becoming increasingly interested in the challenges police officers face when trying to navigate laws, policies, and procedures in high-pressure situations.

The idea that eventually became Blue Voice was relatively straightforward.

Police officers deal with an enormous amount of information. Depending on their jurisdiction, they may need to understand state laws, local ordinances, department policies, operational procedures, and other rules governing what they can and cannot do.

Knowing that information exists is one thing.

Finding the right answer at the right moment is another.

An officer in the middle of an incident doesn't necessarily have the time to search through hundreds or thousands of pages of departmental documents.

That is the problem Blue Voice is attempting to solve.

The company's platform is designed to give officers access to information specific to their department and jurisdiction through an AI-powered interface.

Rather than relying solely on the general knowledge of a large language model, Blue Voice works with the policies, laws, ordinances, and operational guidelines relevant to the agency using it.

That distinction is important.

A police officer in Massachusetts and an officer in Texas may encounter similar situations but operate under different laws and departmental policies.

An AI system providing generic information isn't necessarily enough.

Blue Voice's approach is to make the system more context-aware, allowing officers to ask questions and receive answers based on the rules that actually apply to them.

The concept is similar to what specialized AI companies are doing in other industries.

Harvey, for example, focuses on legal professionals by helping them work with complex legal information.

Blue Voice is attempting to bring a comparable model to law enforcement.

The company's own description of the product is essentially a "Harvey for police officers."

Behind the startup, Lawrence is joined by Amit Patankar, a Harvard MBA graduate and former Google engineer, and Michael Gropman, a retired Boston police deputy chief.

That combination is notable.

The company isn't being built exclusively from a technology perspective.

It brings together legal knowledge, software engineering, and experience inside law enforcement—three areas that are particularly relevant to the problem Blue Voice is trying to address.

The company says its technology is already being used daily by officers at 225 county law-enforcement agencies across 25 U.S. states.

It has also developed features beyond simply answering questions.

One example involves providing officers with access to detailed school maps through their phones during emergencies. In situations where officers need to understand the layout of a building quickly, having that information immediately available could be valuable.

The company has also highlighted instances where officers have used the system to clarify legal questions during real-world encounters.

In one case described by Blue Voice, a rookie officer encountered a situation involving a man attempting to get a young girl into his vehicle. Unsure about the legal grounds for intervention, the officer consulted the platform, which identified the relevant legal criteria for child enticement.

The technology did not make the decision for the officer.

It provided information that helped the officer understand the legal framework surrounding the situation.

That distinction could become increasingly important as AI moves into high-stakes environments.

The consequences of an incorrect answer in policing can be considerably more serious than an incorrect answer in an ordinary chatbot conversation.

That creates a difficult balance.

AI needs to be fast and useful, but it also needs to be accurate, transparent, and appropriately limited.

Blue Voice's decision to ground its answers in department-specific information is an attempt to address part of that challenge. The company also allows officers to trace responses back to the underlying policies and regulations, rather than simply presenting an unexplained answer.

But no AI system is perfect.

Policies can change.

Documents can be incomplete.

AI systems can still make mistakes.

And decisions involving people's rights and safety ultimately require human judgment and accountability.

That makes the development of technologies like Blue Voice something worth watching closely—not only because of what they can do, but because of how they are deployed.

The company's latest funding gives it more room to expand.

Blue Voice raised $6 million in a round led by SignalFire and Las Olas VC as it emerged from stealth.

The investment also reflects a broader shift taking place across the technology industry.

The first phase of the generative AI boom was largely about building general-purpose systems capable of answering questions, generating content, writing code, and performing a wide variety of tasks.

The next phase may be much more specialized.

Instead of one AI trying to serve everyone, startups are increasingly building systems designed around the specific needs of individual professions.

That could mean AI for doctors, AI for lawyers, AI for engineers, AI for financial professionals—and now AI for police officers.

The opportunity is not necessarily in teaching AI everything.

It may be in giving AI deep access to the right information for a particular job and making that information useful at the exact moment it is needed.

For Blue Voice, that means taking the enormous body of information surrounding modern policing and turning it into something officers can access conversationally.

Whether that model eventually becomes standard across law enforcement remains to be seen.

The company will have to prove that its technology can remain accurate as regulations change, operate reliably at scale, and provide meaningful value without introducing new risks.

But the underlying idea is larger than Blue Voice.

AI is beginning to move from the screen into the workflows of people whose decisions have real-world consequences.

David Lawrence started with an idea while studying law at Harvard.

Three years of development later, that idea has become a company serving hundreds of law-enforcement agencies and backed by millions of dollars in venture funding.

Blue Voice may or may not become a major player in police technology.

But its emergence illustrates something important about where artificial intelligence is heading.

The future of AI may not simply be about having smarter chatbots.

It may be about building intelligent tools that understand the specific rules, information, and challenges of the people using them—and putting that knowledge within reach when it matters most.
